Atlantic Beach's August 2026 mid-tier Zillow Home Value Index rose 2.0% year over year. Its top-tier ZHVI was nearly flat at -0.2%. Jacksonville Beach showed a similar split: +2.6% in the mid-tier and -0.1% in the top-tier.
Neither number has to be wrong. The tier comparison report keeps the two series separate because they describe different portions of each city's modeled housing stock.
What the tiers mean
Zillow defines mid-tier ZHVI as the typical value for homes in the 35th to 65th percentile. Top-tier ZHVI covers the 65th to 95th percentile. The tiers are relative to each city, not fixed dollar bands shared across Northeast Florida.
That means a top-tier Atlantic Beach home and a top-tier Ponte Vedra Beach home are not necessarily comparable properties. The label identifies position within each local housing stock.
Why divergence is useful
When the tiers move differently, the data warn against describing the entire city with one percentage. The upper portion of the modeled stock may be steadier while the middle rises, or the reverse.
In August 2026, Ponte Vedra Beach showed +1.5% mid-tier and +4.7% top-tier. Neptune Beach showed more similar movement, +6.7% mid-tier and +6.0% top-tier. The pattern varies by city.
The public files do not explain the cause. They do not isolate renovation, new construction, property mix, waterfront position or buyer composition. A responsible analysis records the divergence without inventing a reason.
Questions for buyers
- Which tier and property type best resembles the homes under consideration?
- Is the property unusual enough that citywide data add little beyond context?
- Do recent matched sales support the direction suggested by the index?
- Are insurance, flood, association or condition costs changing the effective price?
Questions for sellers
- Is the pricing strategy anchored to similar properties or a broad city statistic?
- Are active competitors concentrated in the same price and property segment?
- Does the home's condition justify a position above the matched comparable set?
- Is an automated value overlooking a feature that buyers will either reward or discount?
Market numbers disagree most often because people ask them to answer a question they were not built to answer. Start with the definition, keep tiers separate, and use matched property evidence for the final decision.
